Heh, I think I see why this is happening.  Tracked down to
/etc/logindevperm.  I didn't mention I am not actually logging in to the
console, since it is a headless server (using VNC to session :2).  Since I
am not logged in, the default 0400 for root is in effect.  I am assuming I
can change the default from 0400 for removable devices to 0444?
