Take a look at the Linux Terminal Server Project:

http://www.ltsp.org

We've been using it for around twelve years.  Very nice.  Mature.  The mailing list used to be very helpful.  I haven't been on it for a long time, so I don't know how it is now.  It's reached the point where it just works.  You can get commercial support if you want that.

You might also be able to get it to run on OpenIndiana or Solaris, if you wanted to put some work into it; but I think your users would have a better user experience with Linux.  Linux desktops are a lot more modern and friendly than OI's.

You can also use either small thin client hardware, or old repurposed PC's.  We have a mixture of both here.  They've been really great for us; and a whole lot of other people have had nice experiences with it, too.
