In oi_148 text installation I get:

# zoneadm -z il1 ready
zone 'il1': enabling system/rcap service failed: entity not found
</pre>


It's because pkg:/service/resource-cap is needed in order to use capped-memory or capped-cpu within a zone but it's not installed by default.
