hal should verify if eject is from user logged to the system. The bug is in HAL itself, it checks /dev/console owner which is always root.

Running OI151a, I attempt to eject the cd/dvd. It fails:
~$ eject cdrom
eject of cdrom /dev/dsk/c2t1d0s2 failed: hal-storage-can-unmount-volumes-mounted-by-others refused uid 101
I'm forced to eject the cd as root, which is definitely undesirable.
