[oi-dev] [developer] How to properly contribute 3rd party software packages for illumos and/or OpenIndiana?

The reason I asked for a code review first, is that it would help us determine whether its appropriate for either illumos-gate, userland, or somewhere else entirely different.  Without more specifics its hard to know for sure.
