[oi-dev] [userland] 2260 provide build of richlowe's il_4_4_4 gcc in userland

It's not being moved, it's different builds of gcc, one minimally
tweaked (/usr for userland), one a bit more tricked out (/opt for
illumos-gate/KVM), provided in parallel.
