[oi-dev] 2218 update perl512 with oracle-userland patches (actually perl512 to 5.12.4)

This has been updated. The chief difference is a patch that supports
SONAME for libperl across compilers. In the interim Oracle have
themselves moved to 5.12.4, so I've cross-checked my changes against
theirs.
