[oi-dev] Bumping zlib to 1.2.8

Hi Andy,

SUNW_1.3 is an incremental increase for the new symbols that came after the
latest released version (1.2.3). Upstream userland still carries 1.2.3 and
ec-userland is with zlib without symbols.
