Cause not everybody's opinion is equally well informed. I for my part
don't give a fuck if the control information packages I'd maintain for
OI were kept in Makefiles or spec files, the bug tracker was Bugzilla or
Trac or whatever minor technical knit.

I need to know how I start working on packages, who to talk to and where
to get the details of how the process works. I don't need to improve the
process, I only need to know it.
