OI's original plan was also based mainly around building the consolidations as
they came from Oracle, leveraging the work done there to keep the components up
to date with upstream versions, fixing bugs, applying security patches, etc.

Unfortunately, with the closing of the ON sources shortly thereafter, that meant
you couldn't always use the Oracle code directly, as it picked up more and more
dependencies on the closed Oracle code over time, that had to be worked around
or patched out for OI builds.

Any new plan should consider this and take it into account when figuring out 
what sources you build from where.
