Of course, sfe-enc is sticky, and sfe is non-sticky.
Tried
pkg install -g http://pkg.openindiana.org/sfe-encumbered/ libgsm
"No updates necessary for this image."
and
pkg update -g http://pkg.openindiana.org/sfe-encumbered/ libgsm
"No updates available for this image."
as well as uninstalling and reinstalling from sfe-enc. No change.
