At the end of the day, it doesn't matter for your situation. Garrett didn't
say no distro can/should provide the option (not that he could enforce
that, even if he did say it), he just wants the bitrotten copy of parted
out of Illumos/ON. Any code that's rotting, should probably be dropped,
and anyone who wants to support it in their OS should just bring it into
their own consolidation (either the copy that was in Illumos/ON or an
up-to-date copy from upstream). This actually makes things better for you,
because it will get maintained, which it's not in Illumos/ON.

Nothing in Illimos/ON depends on parted, so it can be removed from
Illumos/ON and imported into /hipster without affecting the user to any
significant extent.
