Dale and I noticed a certain model of Seagate USB3 drive:

USB    c4t0d0                  Seagate  BUP Slim Mac SL  931.51 GiB  no  no 

wouldn't attach as USB3 under the in-gate XHCI wad.  Luckily, Robert had left all the breadcrumbs we needed here:

After a deep dive, we came up with where exactly it failed, and Robert then informed us it was a one-liner, per the webrev above.

If anyone is having a problem attaching a USB3 storage device after this fix went upstream, PLEASE rebuild your "usba" module with this fix, and see if you have better luck.
