My first step in dealing with recalcitrant Makefiles is to look for unprintable characters in the Makefile.  Especially spaces where tabs are needed. You *should* get a diagnostic for that, but it's not always the case.

Trailing spaces on variable definitions is particularly insidious as it breaks a path into pieces which can be very hard to spot in a long commandline.
