Packaging and Delivering Software with the Image Packaging System developes's guide has been published to docs.openindiana.org - http://docs.openindiana.org/dev/pdf/ips-dev-guide.pdf

It should be mostily identical to Oracle's https://docs.oracle.com/cd/E37838_01/html/E61051/index.html, however I've done global s/Solaris/OpenIndiana/ and tried to fix some information, unrelevant for us.
