link_validator step is not compulsory. For example, there are links to hg.openindiana.org. It has expired certificate, but honestly, I don't have an idea where it's hosted to fix the issue.

Adam, do you by chance have access to this host?

It seems there was some issue with Travis CI oi-docs build, at least last PRs were not checked.
I've reconfigured Travis CI integration, results can be found at https://travis-ci.com/github/OpenIndiana

It fails with the same error like 2 month ago, where the problem seems to be link_validator.py with non working links:

The job exceeded the maximum time limit for jobs, and has been terminated.
