[oi-dev] GOCACHE for Jenkins jobs

We came across this problem before and therefor added
COMPONENT_BUILD_ENV += GOCACHE="$(SOURCE_DIR)/gocache"
to golang-11{2,3} packages.
Any idea why this still failed?
