[oi-dev] libzmq update

Hi.
We have to update libzeromq and pyzmq to try updating salt.
The issue is that 
a) new libzmq 4.3.x is not abi-compatible to currently shipped 3.2.5.
b) our current packaging allows us to deliver second (abi-incompatible copy), but is overcomplicated.
So, the question is if we want to ship new version in the same over-complicated way or just bump it and rebuild several consumers which we have in OI (czmq and pyzmq)?
