[oi-dev] OpenSSL update process

Are you sure you did not change the mediator before installing 1.1?

This is the only reason I can see.

Switch back to 1.0 and this should be OK.
For some reason pkg allows switching to a nonexistent mediator and then is
in a dangling state.
