it looks like locale/zh_cn-extra has the needed files:

What I did was
pkg list -a|grep locale\/zh_cn

and then grepping for GB18 in the contents of resulting packages. The
2nd grep found it
pkg contents locale/zh_cn | grep GB18
pkg contents locale/zh_cn-extra|grep GB18
