That's not really the solution, The problem is that the php configure check
is simply broken,
it blindly looks for the file in /usr/lib rather than where it should. It's
picking up completely
the wrong file - for example, if you only had a 32-bit imap it would still
decide it had found it,
only to fail later at the link stage.
The only correct solution, I suspect, would be to patch php's configure to
look in the right place.
