Hmm, sorry, need to get onto one of my SAS boxes for this. My
understanding is that SAS HBAs should appear as endpoints that can be
managed via luxadm. Unless there's some limitation from
controller/driver stack that limits that to just specific HBAs or
storage enclosures?

I don't recall having any issues with this on my kit - but then it's
Sun branded stuff with Sun supplied SAS HBAs, which could be the
critical difference.
