[OpenIndiana-discuss] unable to install pkg

I ended up just doing this, not sure why this would work and not OI
pkg (if /legacy was an almost exact copy of /dev from
opensolaris.org):
root at coke:/# pkg set-publisher -G http://pkg.openindiana.org/legacy/
-g http://pkg.opensolaris.org/dev/ opensolaris.org
root at coke:/# pkg install runtime/java
Packages to install: 68
Create boot environment: No
Services to restart: 4
DOWNLOAD PKGS FILES XFER (MB)
Completed 68/68 3283/3283 52.8/52.8
PHASE ACTIONS
Install Phase 5920/5920
PHASE ITEMS
Package State Update Phase 68/68
Image State Update Phase 2/2
Deleting content cache
