Are you using static, dynamic, or SendTargets discovery?

*** Not sure, since the win7 config screen just has you enter the IP of the
target and then hit the discover button, and target shows up that does not
match the restrictions I set up.  It's possible that SendTargets (my guess
as to how it is looking) just "works this way", but if so, I'd argue the
docs are at best misleading and at worst wrong.  I've also been
experimenting with zfsguru (based on freebsd), and there, if I don't give
the exact right initiator name, win7 never sees the target LUN.
