Turning load-balance=none fixed it. Speeds back up to 500mbps

With mpxio enabled, the default is to use round-robin load-balancing.
On our Dell MD1200 JBOD's this makes things very slow. Try setting load-balance=none (in /kernel/drv/scsi_vhci.conf). You can do this on a per-device basis, or system-wide.
