Thanks, but this doesn't happen on native machine, just only inside VMWare.
Actually, yes, tip is suid uucp, but the device is rw to anyone by default:
crw-rw-rw-   1 root     sys       99, 131072 Jun 21 23:25 modem at 0,2:0,cu
and then linked to /dev/rmt/0

tip: /dev/cua/0: No such device or address
stat("/dev/cua/0", 0x08047B90)                  = 0
all ports busy
The device is present, and linked:
Does it look like this?
$ ll -L /dev/cua
total 0
crw-------   1 uucp     uucp     106, 131072 Jun 21 07:24 a
$ ll /usr/bin/tip
-r-s--x--x   1 uucp     bin        70980 Nov  5  2010 /usr/bin/tip
This is on Solaris 11 Express, but it shouldn't have changed. `tip'
is supposed to be setuid uucp. The device is supposed to be owned
by uucp.
