You could try to add pkgfiles to your PKG configuration. It may help
on the issue, as your machine then will try to download the raw
package files from one of the mirror servers instead of pkg.oi.o. The
command required to add pkgfiles for the /dev repository can be found
on the following page:
http://pkgfiles.openindiana.org/
