Thanks for the suggestion.
The difference of the two systems is that the working system is OI 151a5 with a Tyan main board and the not working config is oi151a7 an Intel mainboard.
Also on the oi151a7 the scanpci does recognize the nics:
scanpci -v | grep Intel : Intel Corporation 82599EB 10-Gigabit SFI/SFP+ Network Connection
CardVendor 0x8086 card 0x0003 (Intel Corporation, Ethernet Server Adapter X520-2)

If I find a sollution via Ilumos I will keep you posted, but still open for suggestions here

), that seems to be a serious problem with the kernel drivers, or
a not well supported pci-pci bridge chip.
