from my system:

jadams at jadlaptop:~$ pkg contents -rm SUNWlang-ja-extra
set name=pkg.fmri value=pkg://
openindiana.org/SUNWlang-ja-extra at 0.5.11,5.11-0.133:20130305T145443Z
set name=pkg.renamed value=true
set name=variant.arch value=i386
set name=org.opensolaris.consolidation value=l10n
set name=variant.opensolaris.zone value=global value=nonglobal
depend fmri=consolidation/l10n/l10n-incorporation type=require
depend fmri=system/locale/ja-extra at 0.5.11-0.133 type=require

jadams at jadlaptop:~$ pkg contents -rm
pkg:/system/locale/ja-extra
set name=pkg.fmri value=pkg://
openindiana.org/system/locale/ja-extra at 0.5.11,5.11-0.151.1.8:20130305T151157Z
set name=pkg.obsolete value=true
set name=variant.arch value=i386
set name=org.opensolaris.consolidation value=l10n
set name=variant.opensolaris.zone value=global value=nonglobal

so ja-extra is obsolete ...

can you try strangely if I do this:

jadams at jadlaptop:~$ pfexec pkg install --no-refresh -nv
pkg:/consolidation/l10n/l10n-incorporation pkg:/system/locale/ja-extra
No updates necessary for this image.

it doens't fail ... but I'm running hipster, and have kept up to date from
OpenSolaris days.

jadams at jadlaptop:~$ uname -a
SunOS jadlaptop 5.11 illumos-ad17c01 i86pc i386 i86pc

jadams at jadlaptop:~$ pkg publisher

can you "(pfexec pkg update --no-refresh -nv 2>&1) | tee <file.txt>" and
post it so that I can see all the messages?
