Hi, Predrag.
I've just updated one more server, which included update
system/data/zoneinfo
2011.13-0.151.1.8.1:20140128T234519Z ->
2013.9-0.151.1.8.1:20140207T030140Z
There were no issues with zoneinfo.
I think the problem can be related to additional publisher which you use
(perhaps, some self-compiled SFE* software). I remember it could
hardcode package versions in its dependencies.
I'd try to create new BE, disable all additional publishers one-by one
and try to update it.
