? For me, this claim only holds for 'Users and Groups' and 'Time and
Date', which is a separate bug not resolved yet. All other system
admin tools work after root password.

As said, this only applies to 'Users and Groups', and 'Time and Date'.

If you see this for other tools, you still have a different problem.
This email was written on an a9 installation where all these tools
are properly functioning.

As said, these two applications are currently broken, see #4319 .
All other issues should be gone.
