No. OpenIndiana is entirely independent of Illumos.

Only sort of. While it is the core of the operating system, it is not
an installable OS in the normal sense. Probably it could be made to
boot and run by someone who knows how to do that.

The OpenIndiana team uses source code from Illumos to create the core
operating system but adds huge amounts of packages and an installer on
top of it.
