It seems you misunderstand this setting. It says "clean up snapshots 
when > 70% of filesystem space is used",
it is not "> 70 is used by snapshots". And this seems reasonable. 
However, I suspect that
having hard-coded 70 and 90% is a bit strange, I'd allow user to set 
whatever he wants.
