https://defect.opensolaris.org/bz/show_bug.cgi?id=17112  Breaks zones in many onu'd openindiana situations (where there are 3 or more total publishers, they end up in the wrong preferential order).

If the next build does not postdate the fix landing in pkg-gate, it should be backported into whatever that build is (a /dev-il update?).  The patch attached should apply cleanly to 148 bits.
