Currently we don't have more formal roles, so I'd say this is
primarily intended for those who actually work on OI and consider
themselves developers and that's not really that many people and
they are all on #oi-dev altough not always at the same time (which
can hopefully be addressed with these meetings).
I'd suggest to allow spectators but ask them to hold off any
comments and questions until the end where we can have a
"miscellaneous/questions" topic. We should post minutes or logs
to the wiki afterwards. If it turns out that this doesn't work we
can still come up with some more strict rules next time.
