[oi-dev] Distribution build system

I figure creating a complete build build systems around the build
systems of all the different consolidations would be a huge task.
I think the best starting point would be to better automate and
simplify the distro-construction step, in particular to simplyify
adding updates to an existing repo (both distro-importing svr4
packages and merging with other repos) and constructing new live
images.
