[oi-dev] Addition of GeoIP to oi-build

So,

64bit builds seem to be a bit broken with the default behaviour. It's 
fixed by my 2682 changeset:

I'll put a workaround in the GeoIP build for now which can be backed out 
once 2682 goes in.
