[oi-dev] PHP 5.4 update

Hello, people.
We have updated PHP version in oi-hipster and encourage everyone to test 
it.
Earlier we had only 5.2 version, and it was really ancient.
The plan is to discard 5.2 packages in the nearest future.

Warning: for now you can't install both versions (web/php-52 and 
web/php-54 ) simultaneously, so firstly you have to uninstall old version.
