[oi-dev] Bumping libxml2 to v2.9.1

Good evening everybody,

I managed to bump libxml2 to version 2.9.1. Please have a look at the
changeset and review it please. Library built, tested, published and
installed correctly.

If all OK I can send pull request then for zlib and libxml2.
