[oi-dev] "Heads up" for OI and other ips consumers: 3648 add ipkg brand scripts

Rich is right.  I was thinking a "heads up" might be enough,
but let me ask here:  Is it?  Or would you like me to submit
changes to remove these same scripts from pkg-gate?
