[oi-dev] PostgreSQL 9.3 macros and dependencies switch

Hello.
I'm switching dependencies of userland components from PG 8.4 to PG 9.3,
meanwhile adding some auxiliary  macroses to help choosing default PG 
version
to components' developers and to change default.

Work on other components (C++/Perl/Tcl libraries, JDBC, pgbouncer,
