[oi-dev] Pull request #1701 for sslh+libconfig

Hi,

I just did a pull request for sslh and libconfig component.
These are new components.

This is my first contribution so please, look in depth as I tried to follow as much as I can the rules and docs.

Pfiuu, it was quite a work to go through all the package publishing process. I'm not used to the exercise and IPS doesn't make it easy but I'll get used to.
