I'm not sure, if it should come with server image, but it likely should be present with Mate image. 

If we consider that it's not needed on server, we have to add it to https://github.com/OpenIndiana/oi-userland/blob/oi/hipster/components/meta-packages/install-types/includes/desktop_common 
else it should go to
I'm sure it shouldn't be present in "minimal" or "core".
