[oi-dev] should packages have a pkg.description or not?

Tim,

don't worry about "doing it right", provide a pull request to the 
project and during the review process, it will be find out, what's right.

Personally, I don't bother adding description, for the most part it's a 
nuisance in the `pkg search` output as it distorts it.
