Yes, that's what I'd expect too, now that I know the cause.  I wonder
how many other people have fallen into the same trap that I fell into?

Apparently, a newer version of the vesa driver issues a more
meaningful error message when it detects UEFI mode.  The current one
only reports that the PCI address is out of range.
