Color me confused. Which server and which client are you talking about? I was referring to the IPS repository and it is not going to care about the age of a client.
I'm running 2017.10 on this system and can't install much, if anything, any more. Not sure if there is a way to do it, but with a new system on the way and my normal habit of building from source so I can debug if needed it's moot.
The only pkg I can find using "pkg search postgresql" before 10.x is
pkg: /database/postgres-96/mysql_fdw at 2.5.3-2020.0.1.0
However, I don't use Postgres despite compiling it quite a few times. It just never fit something I needed to do. So it's likely that this is a more nuanced question than I thought.
But collecting install statistics on the repository servers seems to me an important tool for allocating manpower.

Unfortunately it does not. It never got that feature added.
It is a point for possible feature to add, but as many people are still
running old versions of the client, it will take quite a long time for
the statistics to get traction.
