It appears to be completely deprecated (not replaced by something else),
but some packages have not dropped it for their documentation.

Fedora has a patch against gnome-doc-utils 0.20.10 that appears to
convert it to use python3:

 	https://src.fedoraproject.org/rpms/gnome-doc-utils/blob/master/f/gnome-doc-utils-0.20.10-python3.patch
