[oi-dev] Missing headerfiles for illumos-build in oi-userland

Alexander,

That header is created by the build itself (if you look at the Makefile in
usr/src/lib/libbsm you'll see it's created by running perl against the xml
file that actually contains the definitions). So I would look at the nightly
log file to work out why that perl invocation failed.
