[oi-dev] Missing link in jpeg6-turbo

We have an extensive Collection of HDF and NETCDF,  CDO and other
scientific software packages in /usr/local that have that compiled
in. No need to recompile if available jpeg-turbo package would provide
the links the now obsolete jpeg-ijg package had. Just a simple change
in the package contents file.
