I'd say that it's incomplete.  It's also an older version.  My guess
is that they installed just enough of SASL to work with the GSSAPI V2
libraries.

I'd recommend installing the newly-built SASL libraries in a separate
location.  You'd also have to rebuild sendmail to link with them.
